Ubisoft has heard the complaints about Watch_Dogs' lag and stuttering, and they're working on fixing it.
On Twitter, Ubisoft technical director Sebastien Viard gave an explanation as to why the PC version of the new game is having these issues.

To summarize this: consoles utilize a single, shared source of RAM for every aspect of a game while your PC has memory allocated for certain aspects, such as graphics.But Ubisoft doesn't see this as an excuse for issues and are working to fix it.

There's no word on when a fix will be released, but at least PC players can rest assured Ubisoft is working on it.-----
